The US government believes that arms control should be an issue resolved multilaterally, with China's mandatory participation.

This was stated by US Secretary of State Marco Rubio, who was quoted as saying.
“Arms control is no longer a bilateral issue between the US and Russia. As the (US) President has clearly stated, other countries, especially China, also have a responsibility to ensure strategic stability,” the diplomat noted.
According to him, the United States will not accept conditions that harm itself and will not turn a blind eye to non-compliance with existing agreements to reach new ones. Rubio emphasized that US standards are clearly defined and will not be abandoned in order to reach an arms control agreement at any cost.
In addition, the head of the Ministry of Foreign Affairs noted that negotiations on this issue will always be conducted from a position of strength.
“Russia and China should not expect the United States to stand by while it shirks its commitments and builds its nuclear capabilities,” Rubio concluded.
